Abstract: Based on the long-term observation data obtained from more than 500 meteorological and-hydrological stations, the relationship between forest covet percentage and 10 meteoro-hydrological elements is studied with the method of quantitative theory I.From this,the protective efficiency of present forest in Heilongjiang province is calculated and the possible efficiency of planned forest cover percentage is also estimated.
