Abstract: In this paper the starting, operating and developing of ecological agriculture in Songzi, Hubei province, were analyzed and summaized theoretically from the point of strategy, and three conclusions were derived. In decision making, ageneral development strategy, i. e, individually planning for mountain areas, hilly lands, and flatlands: exploiting hilly lands, courtyards,and farmland; combining economic, ecological, and social benefits, was setup. In operating,three ecological economic zones, i. e, hilly lands, courtyards, and farmlands, were generated under the general strategy. In development, the purpose was to establish an ecological economic system with complex components, and the purpose was ensured by a group of engineering programs.
