Abstract: Using data of American tourism bureau, the paper points out that effective population in affected zone of recreation area decides tourist number. A new formula for calculating tourist number was raised and an example was calculated. Shenyang and Tieling are the big cities in affective zone of Gaowan economic zone, Fushun city. By the new formula, the tourist number of the Gaowan was counted and environmental capacity and recreation benefits of the area were calculated. The counted results can be used for the local tourism plan.
